The NLC was established in 2018 out of concern for various environmental and social issues in Indonesia.

Recognizing the government's limited human resources at the time, specialists from various major institutions were invited to contribute to Indonesian environmental management initiatives. This resulted in the formalization of academic discussion groups at various institutions into research or study centers.

NLC established as a collaborative network from these centers. The network included eight Learning Centers (LCs): the Center of Environmental Studies of Universitas Gadjah Mada (UGM), the Center of Environmental Studies of Universitas Andalas, the Center of Environmental Studies of Universitas Indonesia (UI), the Center of Environmental Studies of Universitas Hasanuddin (UNHAS), the Center of Environmental Studies of Institut Pertanian Bogor (IPB), the National Land College (STPN), the State Electricity Company (PLN), and BPSDM of Public Works and Public Housing.
